Terms of Service

These terms govern your use of Tender Melvin, a tender monitoring service operated by Mango Group OÜ (registry code 17595240, Sepapaja tn 6, Tallinn 15551, Estonia), "we" or "us". By creating an account you agree to them. The service is for businesses and professionals, not for consumers.

1. The service

We collect public procurement notices from official and other public sources, classify them with AI, compare them with the profile you give us and send you the relevant ones (in the portal and by e-mail). Which countries and topics you receive is defined by your monitors.

2. Your account

  • You must give correct information, confirm your e-mail address and keep your password secret. You are responsible for what happens under your account.
  • One account belongs to one company. The owner of the account may add colleagues; the company is responsible for them.
  • You must be authorised to act for the company you register.

3. Monitors, trial and prices

  • A monitor covers one topic in one country (country monitor) or in one region (region monitor). Current prices are shown on our website and in the portal before you subscribe; they are in euros.
  • We currently do not accept subscriptions from companies registered in Estonia. Prices are net: we do not add VAT for companies registered elsewhere, and any VAT or reverse-charge obligation in your country is yours. At checkout you can enter your VAT number so that it appears on the invoice.
  • Every company gets one 14-day free trial, which starts with its first monitor. Nothing is charged during the trial. If you do nothing else, the trial simply ends.
  • You can pay monthly or yearly. Yearly billing is twelve months for the price of ten.
  • Where we say so, a founding-customer discount applies to a country we cover with fewer dedicated sources; its price is kept for twelve months.

4. Payment and renewal

Payments are made by card through our payment provider Stripe; we never see your card number. A paid monitor renews automatically for the same period until you cancel it. We will tell you at least 30 days in advance if the price of a running subscription changes; you may cancel before the change takes effect.

5. Cancelling

You can cancel a monitor at any time in the portal. A trial ends immediately. A paid monitor keeps working until the end of the period you have already paid for and then does not renew. We do not refund periods that have already started, unless the law requires it.

6. What the service is - and is not

  • The tenders come from third-party websites. We try to read them completely and correctly, but we cannot guarantee that the list is complete, current or free of errors, or that a source is always available.
  • Classifications, summaries, requirement lists, match scores and eligibility assessments are produced with the help of AI. They are decision support, not legal, financial or bidding advice, and they can be wrong.
  • Always check the official notice and its documents before you decide or bid. The deadline, requirements and conditions in the official notice prevail.
  • We do not guarantee that you will find, win or be eligible for any tender.

7. Acceptable use

  • Use the service for your own company's business. Do not resell, republish or redistribute our data or lists, and do not build a competing database from it.
  • Do not copy the service automatically in bulk, probe or attack it, bypass its limits, or use it to break the law or the terms of the underlying sources.
  • We may limit or suspend access that harms the service or other customers.

8. Your content

The company profile, documents and other material you give us remain yours. You allow us to process them to provide the service (including by the AI and infrastructure providers named in our Privacy Policy). You confirm that you have the right to provide them.

9. Intellectual property

The service, its software, design and our own compilations and analyses belong to Mango Group OÜ. The tender notices themselves belong to their publishers. You receive a non-exclusive, non-transferable right to use the service during your subscription.

Sources and attribution. Every tender in the service links to the original notice. Where a publisher asks for credit, we give it here: information obtained from the Portal de la Junta de Andalucía (Creative Commons Attribution 3.0); AusTender, Commonwealth of Australia (CC BY 3.0 AU); the Public Construction Commission, Executive Yuan, Taiwan (Government Open Data License, version 1); the Agencia Reguladora de Compras Estatales, Uruguay (Open Data License - Uruguay, version 0.1); the Dirección Nacional de Contrataciones Públicas, Paraguay; the Inter-American Development Bank (CC BY 4.0). These publishers do not endorse Tender Melvin, and we have changed the information only by classifying and summarising it.

10. Availability

We work to keep the service running, but we do not promise uninterrupted availability. We may carry out maintenance and change or improve features.

11. Liability

The service is provided "as is". To the extent the law allows, we are not liable for indirect or consequential loss, lost profit, lost business or missed or lost tenders, and our total liability for any claim is limited to the fees you paid for the service in the twelve months before the event. Nothing in these terms limits liability that cannot be limited by law, for example for intent or gross negligence.

12. Ending the contract

You can stop using the service and delete your account at any time (Account page in the portal). We may suspend or end your access if you seriously breach these terms or do not pay, after a reminder where that is reasonable. When an account is deleted, its data is deleted as described in the Privacy Policy.

13. Changes

We may change these terms. For a material change we will tell you by e-mail at least 30 days before it applies. If you do not agree, you can cancel before it applies.

14. Governing law

These terms are governed by the laws of Estonia. Disputes belong to the competent courts of Estonia.
